[Landscape and Open Space Development in Alpine Metropolitan Areas]

CONTEXTE

L’Université Grenoble Alpes est engagée sur 3 ans (2017 à 2019) dans le programme Interreg Alpine Space avec un projet intitulé : LOS_DAMA [Landscape and Open Space Development in Alpine Metropolitan Areas]. Ce projet, mené par la ville de Munich, regroupe 10 partenaires européens (MUC (City of Munich, Department of Urban Planning - Lead partner-), GAM (Grenoble Alpes Métropole), Regione Piemonte, SIR (Salzburg Institute for Regional Planning and Housing), VIE (City of Vienna), Comune di Trento, TUM (Technical University Munich), UGA (Université Grenoble Alpes), UIRS (Urban Planning Institute of the Republic of Slovenia), TUB (University of Tübingen)) dont 4 partenaires « académiques » (TUM (Technical University Munich), UGA (Université Grenoble Alpes), UIRS (Urban Planning Institute of the Republic of Slovenia), TUB (University of Tübingen)).

Ce programme est centré sur les enjeux du paysage et des espaces ouverts en situation péri-urbaine. Il souhaite élaborer des propositions pour construire des politiques et gouvernances à l’échelle métropolitaine autour du paysage et des « trames vertes et bleues ». Ce travail basé sur les expériences et les outils (juridique, technique, institutionnel) des partenaires et vise à créer un effet de réseau par le partage des problématiques et des solutions. Il propose de réaliser des expérimentations sur des espaces ouverts et d’évaluer celles-ci avec les acteurs locaux. Les choix d’activités sont établis au niveau local en partenariat avec les collectivités locales et mis en débat au niveau transnational.

MISSIONS DU (DE LA) POST-DOCTORANT(E) DE RECHERCHES

Le (la) post-doctorant(e) aura pour mission de contribuer et de répondre (en collaboration avec les autres partenaires scientifiques du programme), aux attentes et activités du WP4 [Facilitation and evaluation supported by knowledge partners] du programme (cf. Work package description)

Work package description

Activity T4.1 State-of-the-art review and developing a framework for shared assessment

Results and experiences from the GREEN SURGE (project and other EU-products, scientific literature, guidance, etc.) will be reviewed to disclose available knowledge on Peri Urban Green Infrastructure (PUGI) development and enhancement.

Activity T4.2 Supporting the enhancement of local pilots

Knowledge Partners (KP=universities) will support the Pilots’ Partners (PP=local/regional authorities) with PUGI development and enhancement in the pilots, foremost by assisting to apply the assessment framework (A.T4.1). With the initial framework more insight can be gained concerning the challenges for PUGI and existing characteristics of the pilot projects regarding different PUGI-related themes. Based on these insights, ideas and solutions concerning appropriate strategies, methods, tools and skills (e.g. participatory workshops, design and visualisation, etc.) can be generated. Throughout the project, the Knowledge Partners support each Pilot Partners with reviewing, adapting, implementing, and evaluating these ideas and solutions within the pilots’ real-life contexts.

Activity T4.3 Autumn School for young professionals

The universities will organise in 2018 (spring 2018) an international young professional workshop on PUGI development and enhancement (Munich?). KPs and PPs will contribute to the workshop through coordination, consultation, lectures and field excursions. The workshop is intended for approximately 20- 30 graduate (Master’s) and PhD students in planning and planning-related disciplines as well as for young planning professionals employed by PPs and observers (OBSs). This set-up allows disseminating knowledge into higher education and research as well as directly into involved organisations, and can contribute to the metropolitan alpine city network development (WP T2).

Activity T4.4 Contributing to policy papers, communication and dissemination

The outcomes and experiences from the activities T4.1-3 will be aggregated for the wider Alpine Region and EU context. Therefore, the results will be communicated in networks of FP7/ H2020 and COST/ERA NET actions on GI-development projects. Moreover, contributions to policy papers for EUSALP and other European strategies, like the Urban Agenda for the EU, and conventions, like the European Landscape Convention, will be made (WP T3). In addition, contributions to academic communities will be elaborated and delivered through scientific publications.

De manière continue, le (la) chargé(e) de projet participera aux activités conduites conjointement avec Grenoble-Alpes Métropole, en particulier la préparation, l’animation et le suivi des séminaires partenariaux locaux semestriels et l’organisation de séminaire scientifique (automne 2018) et/ou autres sessions de travaux partagés (focus group, workshop…). 

COMPETENCES REQUISES SOUHAITEES

  • Doctorat (obtenu depuis mois de 3 ans) dans le domaine de la géographie, de l’aménagement du territoire, de l’urbanisme
  • Maîtrise de l’anglais nécessaire (rédaction en anglais, contribution aux réunions de travail)
  • Compréhension des problématiques de planification territoriale et d’action publique / Sensibilité aux problématiques du paysage dans la planification territoriale
  • Capacités d'analyse, de synthèse et rédactionnelle
  • Capacités organisationnelles (organisation administrative, gestion de projet…) ; disponibilité.
  • Aptitudes au travail collaboratif (local et transnational) et à l’autonomie

CONDITION ET ORGANISATION DE LA MISSION DE CHARGE DE PROJET

  • Lieu de travail : Laboratoire Pacte, Grenoble.
  • Durée du contrat : 31 mois, (mai 2017 à décembre 2019)
  • Travail à plein temps.
  • Prise en charge des frais de missions à l’étranger (environ 2 à 3 déplacements/an) : Munich, Ljubljana, Vienne, Turin.
  • Contractuel de recherche : grille salariale post-doc en vigueur
